An Unverified Passage in the Directory of Officials

Month of the Star, 11th day.
Late at night, from the shadow of the bookshelves, Hum began reciting the 'Directory of Officials on the Eve of the Great Flood'.
This document is a register of administrative officials compiled in the year 298 of the Imperial Calendar, and the original copy has indeed been lost from this Record Office (Confirmed). Hum's recitation is normally extremely accurate, and based on past verifications, its reliability is high (To be verified).
However, during tonight's recitation, immediately following the list of officials of the 104th Chamber, the following passage was inserted:
'Scribe Milte, four-seventeen, leaves a description on the outer wall.'
Naturally, two hundred years ago when the directory was compiled, no person named 'Scribe Milte' existed, nor is there any context for the notation 'four-seventeen' to appear in an official register (Confirmed).
Hum's vocalization remained flat, with no discernible intent or emotion mixed in (Confirmed).
I must submit two hypotheses.
First, that the entity Hum is breathing in the 'distortions' of this city, causing ongoing events to leak into its memory and output (To be verified).
Second, that from the boundary point of 'four-seventeen' when the great clock stopped, the chronology of this city itself is leaking in both directions (To be verified).
The vivid handwriting carved into the wooden pillar at Alvis Square, and the dead words of a two-hundred-year-old book. Both point to the same name and time.
